Tommy Arashikage's life was marred by tragedy when his mentor and uncle was murdered.

This tragedy tormented him and sent him on a dark path into the arms of COBRA. Secretly, his goal was to work his way up through the ranks of COBRA to learn the identity of his master's killer. He had to keep his goals a secret from everyone—even his sword-brother Snake Eyes, who had trained with him—so changed his name to Storm Shadow. In this way, he was able to rise quickly up through the ranks of COBRA and became COBRA Commander's personal bodyguard.

Eventually, after running into Snake Eyes on numerous occasions, Thomas tired of revenge and left COBRA, and now sometimes allies himself with G.I. Joe when it suits his goals. Storm Shadow is a Grand Master, the last of 30 centuries of Arashikage Grand Masters. Few can match him in combat, and fewer still can match his skill with a bow.
